I think this is the hardest treasure hunt clue ever.
The next clue to the treasure lies in a city described thusly: The city has quite an appetite for Cotton. It has Negligible crime problems. and has Low watchmen problems.. Go there and see what you can find out about this treasure!
By the time I find the right city, its stats probally will have changed. |

I am going to work on making these location descriptions better. Currently too many of the conditions can appear and I will lower that chance. Also, the appetite for cotton means the city is one of the ones that has the highest cotton prices and the city you want will probably either be one of the top places listed under the item info page or close to those cities. |

I think it's Ye. I sent Undean The Second a message with it. I did some searching. Ye matches all the criteria.
I looked at the highest prices for raw cotton, and matched it with the stats of the city. ^_^ |
