Guilds can take control of cities and for now what that means is a player with 100000 cash cannot buy the luxuries the city produces unless they're in that guild. It basically costs a base amount (10000 I think) times the control level times the number of cities the guild controls to take over the city. It costs less for a guild that controls a city to upgrade to another control level. The idea here is that you can make it more difficult for someone to take over a city and once you've taken over a city it becomes more expensive for other people to take over that city. So increasing the control level means it's less likely that someone will take over that city.
And again the more cities a guild owns, the more expensive it is for them to take over cities so that it's harder for a single guild to take over the whole world. |

| I was hoping that upgrading it would somehow make it better for the people living there, like improving the city but faster or better. |

I like this idea and it's going in. I will make the initial bonus small, to see how it goes first. |

You can now go to the city control page and relinquish control if you are the guildmaster. It makes you stop being in control of the city and cuts the control level in half. |
