New ramdom event

I got a great idea. A new ramdom event could be running into a raiding party from some city, or even from somewere not in legendera (like the raiders from the north that tried to raid the roman empire). They coould be just like bandits, except that they are compleatly ramdom and don't depend on on city stats. Also If you wanted to warn players about them you could have a message in the tavern "There has been rumors of raiding parties seen on <trail here>." or something like that.
