Taxes in cities

To make it so you don't have to be in a guild can you make it so that if a guild controles a city, you only need to pay a tax on everything you but or sell there? That way if you have over $100,000 and all the cities are controled you don't need to join the guild. The money you pay as a tax can go to the leader, or be split between all the members.
